The military inheritance of the gate was therefore cumulative. The United States first gained physical custody, then experimental access, then computational control, then authority to send personnel, and finally responsibility for defending Earth from whatever came back. At no point did custody equal complete understanding. Each advance solved one problem and exposed another. Moving the ring out of enemy reach created a research burden. Activating it created an extraction problem. Opening it reliably created an invasion route. Sending a team created political obligations on another world.
The missing dial-home device is the clearest symbol of that incomplete inheritance.
